When is the right time to invest?

You can start at any time, regardless of the current sentiment on the stock exchange. While in principle there are good and bad times to start investing, anybody who regularly invests an amount irrespective of the current price will get more for their money when prices are low and less when they're high. Over the years, the timing of investments will even out and you'll have achieved a good average price.
